An estimated 16,500 trucks in the Netherlands may be incorrectly classified in the CO₂ emission class system. This misclassification can lead to unnecessarily high toll charges and even fines, especially with the new truck road pricing system launching in 2026.

What’s happening?

Many trucks—particularly tractors registered between 2019 and 2025—were automatically placed in emission class 1, the lowest category. In many cases, this was due to missing CO₂ data during registration. However, these trucks might actually qualify for class 2 or 3, which could significantly reduce toll expenses.

Why it matters:

  • 💶 Higher costs: Misclassification may cost €150–€300 more per truck annually
  • ⚠️ Fines already issued: Some transport companies have received fines of around €350, even when their vehicles were compliant
  • ⏸️ Temporary enforcement pause: Authorities have suspended enforcement temporarily, but this only applies until the data is corrected

What you should do:

  1. Verify the CO₂ emission class using your vehicle’s Certificate of Conformity (CoC)
  2. Compare it with the official license plate register
  3. Request corrections from RDW if there's a mismatch
