The Netherlands has a distance-based toll (vrachtwagenheffing): trucks are charged per kilometre driven on tolled roads, not for a fixed time period.
It applies to heavy goods vehicles in categories N2 and N3 (gross vehicle weight above 3.5 tonnes) — a wider group than the old 12-tonne Eurovignette threshold.
Charges are collected via an on-board unit through an approved EETS provider, with a national settlement body handling the toll.
The rate depends on distance travelled, CO₂ emission class, and Euro emission class.
